The Veterans Affairs business unit helps transform the VA into a modern digital services organization where Veteran outcomes are at the center of every effort. We partner with the Office of the Chief Technology Officer - Digital Experience, the Office of Information Technology, Veterans Health Administration and Veterans Benefits Administration to design and deliver seamless user experiences for Veterans, their Families and Caregivers and VA employees.  By applying better practices in service design, product management and technology, we enable VA to increase the usage, throughput, quality and reliability of services and decrease the time Veterans spend waiting for outcomes.

Primary Responsibilities: 

In this role, you will serve as an emerging subject matter expert, while serving as an individual contributor that exhibits a high level of trust, autonomy and empowerment. With minimal oversight from leadership, you will be responsible for leading and monitoring the ability to meet scope, schedule and delivery requirements and may support adjacent programs with the business unit. A Staff Product Manager exhibits strong influential skills to represent the product management practice in planning sessions, advocating for the best solution, while communicating tradeoffs. You will serve as the primary lead and proactively communicate with stakeholders; while utilizing strong influential skills to drive improvements in product management processes and practices. Primary expectations of a Staff Product Manager:

  • Strong influential skills to garner consensus among stakeholders, leadership, programs, and practice teams 
  • Primarily supports a program/portfolio, but may support business unit initiatives in order to drive thought leadership among practice and delivery 
  • Serves as a mentor to individuals within the assigned business unit or Program, providing constructive feedback to support employee development and practice innovations 
  • Presents to a wide variety of audiences, inclusive of internal and external stakeholders
  • Primarily focused on program/portfolio strategic initiatives, but may support tactical assignments
  • Exhibits strong communications skills in order to gain consensus, mitigate conflict, and serves as a stewardess of innovation or change
  • Responsible for defining the vision and strategy for products and identifying areas of growth for a program or portfolio of work
  • Demonstrates the ability to make educated decisions and understands when to pivot and how to experiment in order to reduce uncertainty and inform next steps
  • Utilizes effective communication skills and understands how to translate complex issues for a wide variety of audiences in order to influence decision making for the highest value outcome 
  • May support growth opportunities, inclusive of proposal writing, solution development, presentations, and briefings 
  • Serves as a partner to Project and Program Managers to support the delivery of required scope and deliverables 

Basic Qualifications:

  • Minimum 9+ years of experience 
  • Bachelor's Degree in engineering, or a related scientific or technical discipline is required
    • Eight (8) years of additional experience may be substituted for degree requirement
  • Ability and interest leading a team of product managers, from multiple vendors
  • Experience as a Product Manager to act as a Subject Matter Expert (SME) with a technical interest and aptitude
  • Ability to understand technical concepts quickly in order to lead product for a platform geared toward and engineering audience

Preferred Qualifications:

  • Experience with APIs; use and development
  • Experience with Platforms; use and development
  • Experience with gateway and networking infrastructure, DevOps/DevSecOps
  • Experience with service design and collaborating on architectural design
  • Experience maturing products that been proven as a concept; working on products built for software developers
  • Ability to obtain/maintain any of the following: 
    • CSPO, CPM, CSM or other related certifications
