Overview
Terraform has redefined how infrastructure is provisioned and managed, but infrastructure management doesn’t stop at deployment. Terraform Actions is a new initiative that extends Terraform beyond traditional CRUD (Create, Read, Update, Destroy) operations into Day 2 Operations, enabling teams to manage the full lifecycle of infrastructure resources.
We are seeking an experienced Product Manager to design and define Terraform Actions and Runbooks, creating new workflows that codify infrastructure operations beyond provisioning. This role will focus on runbooks, automation, and remediation workflows, ensuring that Terraform is not just a provisioning tool but a continuous management platform for cloud infrastructure.
This is a 0 to 1 product—you will define new workflows, build innovative infrastructure management experiences, and shape how Terraform evolves into a comprehensive operations tool.
Responsibilities
- Product Strategy and Vision:
- Define and execute the strategy for Terraform Actions, enabling non-CRUD workflows that expand Terraform into Day 2 Operations.
- Develop workflows for routine infrastructure jobs, incident remediation, and full-lifecycle resource management in HCP Terraform.
- Introduce Terraform-native runbooks that allow operators to define and execute repeatable infrastructure actions (e.g., instance restarts, snapshot restores, log rotations).
- Work closely with Terraform Core and Cloud teams to integrate Terraform Actions seamlessly into Terraform's ecosystem.
Workflow and Experience Design:
- Build first-class workflows for defining, automating, and executing Terraform Actions.
- Enable event-driven automation, allowing Terraform to respond to alerts, failures, and external triggers.
- Provide a structured and intuitive way to codify operational tasks, ensuring teams can standardize best practices in infrastructure operations.
Roadmap Prioritization and Delivery
- Own and manage the Terraform Actions roadmap, prioritizing high-impact workflows that improve infrastructure management.
- Develop and maintain Product Requirement Documents (PRDs) and collaborate with engineering to bring Terraform Actions to life.
- Ensure Terraform Actions aligns with HCP Terraform’s commercial differentiation while remaining intuitive for open-source users.
- Collaboration Across Terraform and Incident Management Ecosystem:
- Partner with Terraform Core, Cloud, and Policy teams to build a cohesive operational workflow for Terraform-managed infrastructure.
- Integrate Terraform Actions with observability, security, and compliance tools to enable automated remediation workflows.
- Work with AI/ML teams to explore intelligent remediation and recommendation engines for Terraform Actions
- Go-to-Market Support:
- Collaborate with marketing, sales, and support teams to position Terraform Actions as the de facto tool for infrastructure operations.
- Develop messaging that communicates how Terraform Actions enables shift-left automation, proactive incident management, and compliance at scale.
- Engage with Terraform practitioners and enterprise customers to iterate and refine workflows based on real-world operational needs.
Skills and Experience
- 5+ years of product management experience with developer tools, infrastructure automation, or cloud operations.
- Deep understanding of Terraform, Infrastructure-as-Code, and Cloud Operations (AWS, Azure, Google Cloud).
- Experience with incident management, observability tools, and runbook automation.
- Strong technical acumen with a focus on workflow design and automation in large-scale infrastructure environments.
- Ability to balance open-source development with commercial product strategy, ensuring Terraform Actions meets the needs of all users.
- Experience collaborating with cross-functional teams (engineering, design, SRE, incident response, and security) to build operational tools.
- Strong research, analytical, and prioritization skills, with a focus on designing high-impact workflows for infrastructure practitioners.

Individual pay within the range will be determined based on job related-factors such as skills, experience, and education or training.
The base pay range for this role in the SF Bay Area / NYC area is:
$233,800—$275,000 USD
The base pay range for this role in California (excluding SF Bay Area), New York (excluding NYC), Seattle Metro, Denver / Boulder Metro, Washington D.C., or Maryland is:
$214,300—$252,100 USD
The base pay range for this role in Colorado (excluding Denver / Boulder Metro), Illinois, Minnesota, or Washington (excluding Seattle Metro) is:
$194,800—$229,200 USD
